The City of Yorkton (City) has a parcel of land located at 495 Broadway Street West. The City is interested in selling the subject property to companies that have ability or in partnership with another company, to develop it. The purpose of this Request for Proposals is to enable the City to select a qualified company to purchase and develop the subject property. The proposal deemed to be in the best interests of the City as determined by City Council will be chosen.

Invitation for Quotation
Demolition of Kent Flour Mill Property Elevator and Accessory Buildings

Sealed quotation marked “Demolition of Kent Flour Mill Property Elevator and Accessory Buildings” will be received at the Building Services Department, City of Yorkton, Box-400, Yorkton, Saskatchewan, S3N 2W3, no later than 2:00 p.m., Wednesday, September 15, 2010.

Details of the Quotation:

  • Demolition of existing wooden elevator and all accessory buildings except for the Brick Mill Building (Old Mill) located at 129 Livingstone Street.
  • Brick Mill must be protected and secured and ensure that no damage will occur during demolition process.
  • Proper security of the structure under demolition must be provided to ensure that there is only one entrance way prior to the demolition.
  • All affected parties including City of Yorkton and CP Rail must be communicated with prior to the demolition so that they can provide necessary safety measures during demolition.
  • Rubble including wood, glass and insulation materials must be disposed of at the landfill at the rates established for City’s Sanitary Landfill tipping fees; concrete and brick rubble must be disposed of at Gravel Stockpile located at 4th Ave. North.
  • Foundation structure below grade must be removed and disposed of at the Gravel Stockpile and backfilled with clean fill.
  • Backfill materials must be compacted to at least 98% maximum density (ASTM D698) in uniform layers not exceeding 150 mm compacted thickness up to grades.

Preparation of a Background Report
and Offsite Levy Bylaw

Details of Proposal:

With the assistance of a professional consulting firm, the City of Yorkton wishes to have the following prepared on its behalf by a qualified consultant:

  1. Review the current offsite levy value of $16,000.00/acre to determine if this value is sustainable for the community's infrastructure.
  2. Establish a value for an offsite levy that is consistent with the requirements outlined in Part VII of The Planning and Development Act, 2007, being Chapter P.13.2 of the Statutes of Saskatchewan, 2007.
  3. Identify a value for each component outlined in Section 169(2) of The Act.
  4. Create an offsite levy bylaw to the satisfaction of the Minister.

The Scope of Work is identified in the Terms of Reference forming a part of this Request for Proposals.

The City requires a bylaw to properly charge development levies on development within the community.  The Act requires a municipality to have these levies based on a study or studies of the costs of municipal servicing and recreational requirements and the consideration by council of future land use patterns and development and the phasing of public works.

The City requires the consultant to prepare the following:

  1. A background report to establish and support the values for the components of an offsite levy bylaw; and,
  2. A bylaw that identifies development levies for the City of Yorkton that will be approved by the Minister.

The background study will consider policy recommendations, industry best practices, surveys, analysis and support to determine the appropriate offsite levy values for sewer, water and drainage works, roadways and related infrastructure, parks and recreational facilities.

The scope of work will allow for stakeholder consultation but general public consultation is not anticipated.

The consultant shall provide final findings and recommendations to City Council.

The 2003 Off-Site Services Reserve Policy is available upon request from the Planning & Engineering Department.

Details of Proposal:


City of Yorkton-Community Development, Parks & Recreation-Parks & Arena branch is soliciting contractors to provide maintenance services for the areas of electrical, plumbing and carpentry services.

Facilities that would be included in the contract are parks, sports fields, cemeteries, and any buildings on those green spaces, The Parks facility on Myrtle as well as the Kinsmen Arena are included in this proposal.

The contract shall consist of hourly costs to perform regular maintenance programs on each of the areas. This contract does not include services as it would pertain to larger capital projects.

The service maintenance contract would include hourly rate during normal operating hours and hourly rates for after hours calls on weekends or evenings. Contractor will state the response time in situations for non emergency and emergency situations ( more so for the plumbing and electrical areas)

The term of the contract would be in place for 1 (one) year. Please include years of experience and knowledge of facilities and Parks & Arena operations.
